The Missouri Flat-Gold Hill power line serves numerous rapidly growing communities in El Dorado County, CA. PG&E is upgrading the power line conductor and poles to address the potential for future overload and ensure reliable electricity capacity to its customers. Stillwater conducted a suite of surveys of the project area to inform the project design and permitting phases of the project – a wetland delineation, rare plant surveys, vegetation mapping, Valley elderberry longhorn beetle habitat survey, California red-legged frog habitat assessment, an evaluation of suitable vernal pool habitats for tadpole shrimp, and cultural and paleontological surveys – and worked with PG&E and their engineers to avoid and minimize impacts to biological and cultural resources. This is one of PG&E’s first projects to include a “constructability” review, during which PG&E staff and consultants reviewed the entire project alignment together to ensure all project elements are feasible and minimize impacts to resources. Stillwater played a key role in this review and ultimately developed a project map reflecting the review and comments of all project partners.
Stillwater is supporting California Environmental Quality Act (CEQA) and all regulatory compliance aspects of the project. This has included the development of a detailed permitting strategy and schedule, as well as numerous regulatory compliance documents. To address impacts to special-status plants species, Stillwater is coordinating with the California Department of Fish and Wildlife (CDFW), the U.S. Fish and Wildlife Service (USFWS), and the Bureau of Land Management’s (BLM) Pine Hill Preserve.
As a result of the avoidance, minimization, and mitigation measures developed by Stillwater and our subcontractors, the project will avoid all waters, wetlands, and aquatic habitats and have no significant effects on environmental or cultural resources. Once project construction is underway, Stillwater will also conduct pre-construction surveys for special-status wildlife and provide on-site construction monitoring and environmental compliance support.
